Generalizing, we can say that Symbian is the slowest (and thus most expensive). A glimpse at other side shows us that MIDP, Pocket PC and SMs are on the other line of affordability and easy accessibility.
Taking a simple example, we can say that SMS and MMS do not need much. There are plenty of Web development tools and developers available for that like PHP, Java Programming etc. All you need will be web host for the scripts and contract with local mobile operator.
